Extracting Minerals, Extracting Wealth: how Zambia is losing $3 billion a year from corporate tax dodging

OCTOBER 2015

Zambia has abundant natural resources - including minerals and agriculture yet gains little tax revenue from the extraction of its resources, leading to lost oppportunities to invest in public services such as education and health.

This report reveals how multinationals are able to avoid paying their fair share of tax. It looks at three companies: Glencore, Vedanta and Associated British Foods which are based in the UK or are listed on the London Stock Exchange. The report describes a total of $3 billion beling lost to the Zambia exchequer as well as the powerful international opposition Zambia faced when it attempted to reform its tax system to get a fair share.

PCS Policy Briefing – The Tax Gap – Tax evasion in 2014 and what to do about it

JULY 2015

This pamphlet is a summary of a new report ‘Tax Evasion in 2014 – and what can be done about it’ written for PCS and War on Want,by Richard Murphy of Tax Research UK.

It makes a new estimate of the tax gap,which continues to be significantly higher than the HMRC estimate. This estimate,which is £119.4bn for financial year 2013/14, includes reductions in the estimates of tax avoidance and tax debt,but a significant increase in the estimated tax loss from evasion.

It includes significant new data and a much more comprehensive analysis of tax evasion. It shows that tax evasion is higher than previously estimated. It concludes that the government should tighten up legislation and reverse the counterproductive cuts in HM Revenue and Customs staffing.

Avoiding Avoidance

DECEMBER 2012

Our report, Avoiding Avoidance, shows that the government’s plans for new tax rules in the 2013 Budget defines tax avoidance so narrowly that it would widen perceptions of what is acceptable, giving a green light to companies to avoid tax. Instead we are calling for the introduction of a General Anti-Avoidance Principle that could recover £5.5 billion of the tax that is currently avoided each year.
